Can a man have sperm that are still alive after a 16 year vasectomy?

My husband and I want a baby. It will be my first. He had a vasectomy 16 years ago...one that the doctors said "could not" be reversed because they burned the tube. Can he still have sperm extracted and placed in me manually, even after all that time has ped?
