Fable 3 - Bring back villagers at game end?

I found a solution i think i did all the good choices and ended up killing everyone well i started doing the quests and after i finsihed the ghost brothers quest and i went to aurora and i started seeing other people walking around other than the soldiers so i hope this works for you guys aswell
