NFL touchdown celebration penalty rules...?

Didnt the NFL change the rules to not being able to go to the ground for a celebration. Thats why the Cowboys were penalized earlier this year when Witten knocked over an offensive lineman while celebrating. How come then, Peyton Hillis never has a flag thrown on him when he goes to a knee after every Touch Down?
