Correct Way to implemenbt policies.?

Policies should not be race , religion based. Just like diesel subsidy to fishermen , petrol , sugar subsidies are not race or religion based. Likewise, giving scholarship , entrance to matriculation school , public universities should not have the race or religion base factor. Why do the government ( say 1Malaysia ) still implement policies based on race ? Why cannot base on financial , geographical , income , examination result factors rather than to add in race factor ? When can race or religion based policies be totally taken out. ??
